Having painted it, I can attest that it is metal of some kind, a formed shape that fits onto the plastic shell - it is held on by a couple of screws on the side, under the top U shaped shell.
I used Truck Bed Liner on it, no primer, and it worked fine.
Not the prettiest finish I will admit, but I like the slightly textured look.
