SP3 - lip sync limited to 39 ms - can't factory reset

Help.

My lipsync on inputs is limited to 39ms (not the 255 ms listed in the manual). in addtion, I can't seem to perform a reset. Help please!

I managed a factory reset using the web interface. I can now move lipsync to 44ms. What gives?
