If you are looking for an answer other than elbow grease, any jeweler should be able to polish the rust off of it for a reasonable price.

Is your plinth made from stainless steel or regular steel. If it is made from stainless steel, depending on who finished it and where, your brushed finish may have been done with a mild steel wire brush. If it was done this way, then mild steel which rusts has been burnished into the stainless steel which is rust resistant. I would advise using a product like CLR or other rust removing chemical to remove the rust. This unfortunately will not remove the mild steel burnished into the surface of the plinth. Which means that there is a good chance the you will be removing rust from the plinth again at sometime in the future. Mild steel brushes are frequently used to achieve a brushed finish on stainless steel because they are cheaper to buy then a stainless brush, which is what should have been used to achieve the brushed appearance.

Thanks...I was using Mothers prior to storing it.  I was surprised to see the fine rust...
I tried the Mothers again last night, but it didn't remove the rust.  So, #1 is to remove rust, then reapply a polish or wax, like Mothers or something.

Why would you use wax again, if it didn't work in the first place?   Maybe this will help:

I am going to try some white vinegar this weekend...you guys have to remember, this plinth is 5" thick and 12.5 inches in diameter and weighs over 130lbs...so, it's not like it's easily transportable...
I have to find a better sealant to keep the rust from coming  back if I can get rid of it, the rust that is.

Regular steel, mild I guess...definitely not stainless.

If it is mild steel, I would advise cleaning it with vinegar, rinsing it with distilled water and then drying it with a hairdryer.
After all of that, then consider having an autobody shop shoot the plinth with a polyurethane satin clear-coat.
No more rust.
