I have a uDAC2-HP that I got just a week ago.  I have stuttering issues in Windows 7 64bit (I cannot test in 32bit) but it has zero issues with Mac OSX 10.6.6.  Any ideas?  Are there driver updates?

Go to Control Panel (in Windows 7) turned off all the Windows default manipulations.

Control Panel_Hardware and Sound_Sound_Manage Audio Devices

Go to 'Communications'
Set to 'Do Nothing'

Then Select go to Playback tab, choose Nuforce's 'Sound Properties"
Go to 'Advance'
Check both "exclusives control' items there.

Please make sure you do not have any bandwidth loading device, such as an USB HDD connected at the same time.

No load bandwidth loading devices (no external usb drive).  Made changes mentioned by nuforce-casey, no change it still stutters.

Any other ideas?

What are the DAC's power requirements from the USB port?

It appears to sound more fully powered on my Macbook Pro than the PC.  I know the Mac will power USB devices more so than most computers (providing more than 1000mW to a device).
