Need help on Octal Cornet assembly

Hello, Everybody

Today I just finished Octal cornet assembly. The cornet works 1/2. Left channel works OK but right channel does not sound even a noise. There is no hum at all on both channels.

I found the output + happened shorted by chassis, and I insulated that. But the right channel is not work at all.
Here are the measurements of plate voltages.

Pin#        2         5
V1 298       160
V2 315       313
V3 314       314

I think the shortage might kill a capacitor. Which capacitor I have to check for this shortage?  :bawl:

I checked the voltages from tube pins. Right and left voltages are almost same. I guess tubes and adjacent passives work fine, but cannot track down the reason yet. Does the shortage harm any tubes?

Please, help.

ps. I used cement resistors for R18 since I cannot get better one with 5w. Is it critical to sonotiry?

The plate voltage at V2 is wrong.  Should be about the same as V1.  My guess is that R5 is wrong value.
