I believe its just a good power supply on a clock.

I am convinced that one reason that Superclocks/Ultraclocks sound better than most other clocks is that they start with an analog clock and then generate digital from that.

Yes, that's what it seemed to me too, Steve.  If you look at the Vacuum State newletter here, you can see the power supply for the clock.  I count 32 visible large filter capacitors.  It looks like they're going after low frequency PSU noise that would modulate the clock circuitry, that modulation translating into jitter.
