I'll take a try at this answer, although I'm sure there are others who could do a much better job:

The Transcendence 8 (T8) does the preamplification work with tube circuits.

The Ultra uses both tubes and transistors to each do part of the preamplification work, and is therefore a hybrid preamplifier.

I'm not even sure if this is the entire explanation of why it's a hybrid.

Frank's hybrid uses the tubes only for the electrical voltage regulation, i.e. raising it.
