Look into a used pair of Meadowlark Kestrels.
Or for something new, but requiring DIY check out:
http://geocities.com/rbrines1/Bob is currently relocating after his retirement and cannot supply speakers for a couple of months. Transmission line bass is wonderful (I've had it for 25 years). His prices for the FT1600 run about $350 (for the flat kit plus drivers/etc.), so the Peerless Pipe should be close to the same. Add $150 for assembled cabinets that you sand/finish. The FT1600 uses a single 6.5 inch diameter driver with whizzer cone that is 94 dB/w/m efficient and reaches 35 Hz. The Peerless Pipe is a two way that goes lower with authority but is only 87 dB efficient. Both are recommended for classical/jazz (acoustic music).
Omega TS2 is in your ball park and Louis is a very nice guy, but stands are needed and bass rolls off around 55 Hz. These are 95 dB/w/m efficient and use a single Fostex driver with whizzer. (Omega has a forum here at audiocircle.)
Call Ronnie at carolinaaudio.com. He can probably make up a smaller two-way in tranmission line cabinets for your price range. He is a whiz and a real gentleman.
Lots of DIY possibilities in this price range...
