If I have 2 power cords that I want to use between the wall outlet,my power conditioner and SB3 power supply. Should the best cord be placed between the wall and the power conditioner or between the power conditioner and the SB power supply?

Your best power cord should be placed wall > power conditoner. Everything downstream would benefit from this initial set up.
