A friend is building a site similar to this one for a group of us.  Everything is just about set up.  We want to show the 20 most recent topics on the home page, just like this site.  Do we need an additional piece of software or is there an add-on script we need?

The simplest solution would probably be to use ezportal:

AC currently uses a thing called MX-portal (link at bottom of page).
