I own a pair of ACI Sapphire III LE's, but do not have them right now as a result of a divorce. I ordered today a JVC F10 and a Toshiba 3980 and need some small monitors for my current one small apartment.

I am concerned with synergy with the JVC and I am on a very tight budget. I am looking at the usual suspects, Epos 3, Paradigm, NHT etc. I listen to rock, folk and some Jazz.

I appreciate (as always) any advice. I do not have the opportunity to listen, but love the ACI's.

You might want to look at the Athena Technology line and BIC America if you are on a really tight budget.  I am running a set of the bigger Athena Technologes the AS-F2 and a set of Ed Frias modified DV62si bookshelfs with the RX-F10 and they sound outstanding.  All can be had on a shoestring and the synergy is definitely there after breakin.   Of course don't skimp on cables, power conditioning, etc. as you probably already know.  

The Athenas are more sensitive than the BICs but they compliment them very well!! You definitely have a good start with the receiver and the CDP.

You do not mention if DIY is in or out.

If in, I highly recommend the DIY Cable kits - Kit41 etc.

If out, I believe you can order complete speakers too!

I have a set of the FR125's running in ported boxes, small ones, and they sound really good.  A good mix with the smaller JVC ES-1 I had a while ago, and good with the other digital amps I have tried them with.

Recommended.

I agree with Mark that the DIY Cable products would work well for you.
If you want to go even cheaper and are willing to trade some midrange magic for a more full-range sound, you could try the Parts Express BR-1 kit.  If you don't want a kit, the Ascend Acoustics CBM-170 is very good for the $.

Just finished building the BR1's from Parts Express and wow. I do not know how much they will change but upon initial listening I was amazed. DIY is the way to go, took a couple of hours and music was playing.

Plus building your own is very rewarding. These are very nice with the JVC. Thanks for the suggestions.

Polk Audio's RTi-4 is a wonderful speaker, and all for the cost of $259 (with free shipping and trial period) from crutchfield.  For a tight budget, I dont know of many in the $300 and under speakers that can really compete.
