I agree with several of the artists that have been posted so far with notable mention for Roy Orbison and Karen Carpenter.  One artist not mentioned is Toni Braxton.  Listen to Un-Break My Heart and Spanish Guitar to hear nearly flawless vocals delivered with emotion.

I would be ashamed to say I like some of these singers.
Rock singers dont need have a high quality voice, just some refinement to not become a chump on stage.

Just one of several, but Judith Durham, the female lead of the Austrailian group, the Seekers, had not only a very fine voice but also seemed exemplary as a person over her ~60 year career. She died last August at age 79.

Gracias, making beautiful music and philosophical lyrics like Pink Floyd, Yes, Procol Harum and others greats is difficult, so at many years I settled for less, a late night listening in my room with a singer with some refinement already OK.
