Should the heatsinks be soldered to the board? There is mention of using #4 washers to isolate the heatsinks from the board-??

Yes, solder in place for strength.  The washers are added to make sure the heat sinks do not break through the solder mask insulation and short to a trace.

Jim- thanks for all the help- the Power Supply is working just fine- I'll never need to re-charge the 12 V. cordless drill batteries I was using again!   ( I need the drill again,too!!) Now to chase down the hum I get at volume- I think it's in the Foreplay...
