Looking at the trace layout in the Cornet manual, it appears that the outside holes for R18 are for mounting the heatsink/shield for the CCS transistor. Is this correct? Thanks for you paitaince!!

Yes, the holes underneath R18 are for the CCS transistor and heat sink.  I put them there to make sure you didn't use both the CCS and the resistor.
