 I wanted to add my 2c worth to the conversation. W11 does not and never did have any fundamental requirement for TPM v1.2, 2.0 or online MS account to function properly.
One needs a few tools to produce / configure an OS that work's for YOU.

Download a legit ISO image from MS.

Download the program Rufus and use it to modify the downloaded ISO file (it will remove the requirement for TPM, MS online account) use the program to create a bootable flash drive.

Back up your existing data!, you will be deleting your existing boot partition and replacing it.
Download (2) programs O&O shut up + and Revo uninstaller, store them in a directory you create on the bootable flash drive (not in the root of the partition please).
Use those programs post install to configure W11 and remove any unwanted "features, options or annoying ms programs". If one finds the programs useful, please support their developers.

When you are installing the OS, DO NOT provide it any network connectivity (WiFi, physical Ethernet, etc) once the install is completed and the os configured you are safe to reconnect.
Once completed and configured you will have an OS that is stable, legit and configured the way YOU want and have a local user account that only YOU manage.
I have used this technique for a number of years and have not had significant issues.
One of the reasons MS tries to make any version of windows basically free is the data mining they receive from their users, which won't happen for an OS configured this way.
When information that TPM, online user accounts, etc was never a basic requirement of W11 and why it was implemented becomes generally known, the result will probably
not be favorable (class action.. again?) I want to claim first bid's on any resulting pop-up torch and pitchfork concessions.

 The really unfortunate part of this mess will be the creation of unnecessary e-waste, machines that could go to children, seniors, etc. If one decides to buy a new machine,
please try to find a local org that will recycle those machines to folks in need of them. Questions or opinions, let me know. I have no financial interests or compensation in
any of these products. I understand what has worked for me and wanted to share that data.

Nice guide to install but your post just like the previous imply that W11 is good and desirable, what it dont anyway.
I don't see why anyone sober enough should install W11, unless they want to be more closely monitored than in W10, where Microsoft already inspects and monitors all my personal files, and there is no way to password-protect a folder from Microsoft surveillance.

This not true, I happily glad that my mother board dont have TPM chip so MS no can force me update to W11. I inform that still there is new Mother Boards  on the market with No TPM chip as Revenger LGA155.
Device Encryption Support   Reasons for failed automatic device encryption: TPM is not usable, PCR7 binding is not supported, Hardware Security Test Interface failed and device is not Modern Standby, Un-allowed DMA capable bus/device(s) detected, TPM is not usable.

 I was not advocating any MS product, I prefer Linux as my daily driver. I was trying to offer a possible solution to folks who want to tread the windows road.
 I have several boxes to run various OS and applications on. Using the technique I described, you will not see the error message you posted.

Thanks your for that, the big vantage of MS is that Windows is free and already came installed ready to use in any machine, a side Ubuntu and some app also are free.

If privacy is a concern, telemetry (windows phoning the mother-ship is also disabled) you can have a basic windows OS
(no requirement for TPM, online MS account, Secure Boot, you can even remove copilot, edge or any other ms application you don't use).
Give it a try before you dismiss it. I was a sysadmin for decades before retirement, I understand few things concerning this topic.
