Is BP-17 an active preamplifier?

Is BP-17 an active preamplifier?

Dear all,

Is BP 17 an active preamplifier? it is connected to the power line, I think it should be an active preamp.

Someone told me it is a passive one, and I am surprised... can someone comment on this question?
