Need advise on preamp/amp and transport?

Hello. I already have a nice ht and now I'm looking for a stereo set up downstairs. I have Paradigm studio 20's and I'm looking for the most bang for my buck. I would like to buy something around the $400 dollar range. I plan on running an old amp for now until I can upgrade. I'm mainly going to play cd's so should I consider going with a tube preamp?
Any suggestions are welcome. Thanks

If you are into DIY, I strongly recommend the AKSA TLP tube preamplifier.
It is easy to build and the sonics are astonishing.
When you throw in the Nirvana upgrade, it is absolutely stunning.
