I currently have a 10+ from the wall to a PI Audio Buss-Stop and a 10+ from the Buss-Stop to Squeezbox Touch. The SBT is connected to an Emotiva XMC-1 via digitial coax. Would it be better to put a Digital American on the XMC-1 or put it on the SBT and move the 10+ to the XMC-1?

I would put the DA Cable on the SB and the 10+ on the DAC. The digital source, or Server, what have you, first in the chain, benefits the most IME. For your setup, this would be best I think.
