What's in a name: Partial zero

I know that by definition a partial zero vehicle is a vehicle that has zero evaporative emissions from its fuel exhaust system, but why is it 'partial', i.e., if it's zero, why isn't it just called a zero vehicle? Or if it's not zero, then why not call it 'almost zero' or 'near zero'? Which 'part' of the zero are they claiming?

We don't need another zero.

A Partial Zero Emissions Vehicle has zero evaporative fuel system emissions but does have some exhaust emissions, specifically meeting SULEV (Super-Low Emissions Vehicle) exhaust standards, which is 90% less than an equivalent gasoline-powered vehicle.

So it does not have zero exhaust emissions, hence the combination moniker, "partial".
