Any thoughts on using this sub in a small room with Pardigm Atom V1s?

I have one I bought a few years ago that I use in a bedroom surround. It's ok but nothing special. It beats the other entry level subs from Polk and JBL. I'd look at a Dayton kit from Parts Express as the driver will be superior to the Velodyne's.

Would you recommend one with a D class amp as well or solid state from Parts Express?

I believe this is the sub that Nelson Pass used with his Lowther-in-a-box, the VX 10 that is, and he thought they were just fine, as do I.  You can do better, and you can spend more money. (I've done that, too.)

This sub has a very good reputation on the web, I haven't heard one, but it's $399.80 and using up 40% of our cheap and cheerfulness budget.  You have to put it together which is a plus for some and minus for others.  Not putting it out of contention, but over double the price the OP was looking at, just sayin'.  The RS-1200 on this page is a sealed design in project form that is somewhat harder than the Titanic, but costing a lot less, depending on how much you buy pre-made.  http://stories.parts-express.com/stories/2444-en_us/category/HomeSubwoofer/story/16832/redirect.htm

There are several lesser but already built Daytons available in the HT series that are less expensive than the Velodyne.  And one that seems to be getting a lot of buzz on the web, the BIC Formula F-12.  Here's the link to their manufactured subs: http://www.parts-express.com/wizards/searchResults.cfm?srchExt=CAT&srchCat=620
