The Plan is the war from the Cylon's point of view, but plans do not always work out as you thought they would.
If you thought the last season of BG started out bad and spiraled down from there then this movie won't change your mind, don't waste your time.
If you never watched Battlestar Galactica then this movie is not the place to start and will make no sense at all.
But if you are a fan and looked forward to every dark depressing episode then this movie will explain why some events happened as they did.
I enjoyed it.
