bugle's power supply can be configured to 220v?

Yes, wire the primary coils in series.  The holes are arranged in a line "12 34".  Connect pins 2 and 3 together, then apply 230Vac to pins 1 and 4.

Do you know that if I configure the PS to 230v having a 220v mains give any performance difference?

There is enough headroom in the design to work to work over a much wider range than 220V to 230V.
