This is a Versa-Kit multifunction line board, offered some years ago as a DIY project by Audio by Van Alstine. It can be configured as a unity gain line buffer (currently stuffed this way), a line preamp, a phase inverter, a headphone amp, or (I believe, although I didn't find the plans in my Audio Basics issues) an RIAA phono preamp. While it would doubtless be outperformed by current production, this was from the Omega II era, and is a good performer in its own right. As a comparison, the current AVA buffered line driver cost $600 last time I looked. If you don't want to spend $600 just to isolate a tape deck, or want to put together a quality, ultra-low-budget "minimalist" second system, here is a good performing alternative. The PC-392R1 board is fully stuffed including power transformer and AD843 opamps; just mount it in the Radio Shack metal enclosure specified in the plans (included) and wire it up. Reduced price of $50 (plus actual shipping). I have some pics ; if you have any questions, email me at dg.alextek@gmail.com or PM me here. The construction plans and details can be found at:
