I'd use Mike Williams at RadioX. He's good and his prices are good. The only downside is you have to get on his waiting list. This can take a couple of months.  There's also Antenna Performance Specialties but the prices I believe are higher.

If you look on the tuners for sale on Audiogon there's someone who goes by Eckzeil or something similar who also mods tuners.  The tuner forum at Audiokarma.org will also have more info if you want it. The best place is fmtuners at Yahoo. There's more knowledge on FM tuners there than anywhere else I know of.

i would also recommend mike williams of radio x tuners.  as well as joseph chow of components plus usa.  both offer outstanding service.  antenna performance specialties costs more because they don't do their own work, so they need their cut.     also do not ask aps anything about what they're doing - they will get extremely nasty & accuse you of trying to steal their secrets.  most likely it's cuz they don't know since they're hiring someone else to do the work!     other great techs are bill ammons & bob fitzgerald; you can find them at the fmtunerinfo.com site & forum, but they have day jobs, so you may not get prompt service.  and mike zuccaro in san diego also does great work, but only stock - he's not into mods.  you can also find him at the tuner info center.

The Tuner Guy used to sell new ones as well, and it looks now like he's gone.

That's the same folks I talked to this morning. They said he's gone.
