If there really is a lot of interest in a release of this material, then the person who stands to gain most from owning the recording is the person who also owns the copyright. By offering this acetate for auction, the seller gives the copyright owner every opportunity to secure the recording and bring the music to market.
If the person who owns the copyright is unwilling to pay very much for the recording, (and is unwilling to sell the rights to somebody who might wish to release the material), this would imply that there is not sufficient interest in release of the music to warrant the costs of bringing it to market.
Remember, the Japanese bootleg already exists. So all that this release would accomplish would be to provide a (hopefully) better quality version of something already available. And we know how much the general music-listening population cares about audio quality!
