Is C13 and C14 "hum fix" needed on current Cornet

I have the current Classic Cornet board, had an older board at first.  The old board instructions described the hum fix joining c13 and c14 ground leads.  While I started out with the old manual, I switched over to the new manual, which does not mention this "fix".  I spaced reading about the hum fix, and just soldered c13 anc c14 in.  Now I remember the fix, but have noted different placement of the C13 and 14 caps (as well as C11 anc C12) on the current Cornet (classic) board.  Since it is not mentioned in the current manual online, does that mean that the grounding issue has been resolved, or do I need to do this (I do note now an empty ground hole between the caps.)  If I do need to this, since I have the caps soldered in place, can I just solder on small lead wires on the bottom side of the board connecting the two grounds to that hole in the board?

Oh yeah, I put the hum improvement fix into the newer layout.  Just need to insert components and solder as normal.
