Hello,

I'm considering purchasing a headphone amp that acts as a headphone amp/preamp. In question are a series of Schiit products, most likely Schiit Magnius and above (some with RCA and XLR) connections.

If the audio is outputted from the headphone amp to another preamplifier will that signal bypass the amplification? Or am I not seeing this correctly? Should I instead use the output from the preamplifier to feed the headphone amp?

I've never had a headphone amp or have never needed one since my previous setups had headphone jacks in the receiver. My new setup does not currently have any headphone option.

Modius preamp output on the back is just a line-line preamp signal that has not gone through the actual headphone amp stage, which powers the headphone jacks on the front panel only. 
You would not want to use Modius preamp output to another preamp, which is just duplicating.  If you already have a good preamp you like, you would run a cable to Modius input just to use headphones (not utilizing Modius as preamp).

I still don't know how Schiit is able to sell this "built in California" product for $199.

Great choice in the Schiit stuff.
What is your “new set up?”
It may be that your headphone amp choice doesn’t need to include outputs. Outputs on the Magnius would go to powered speakers, most often. That’s why it’s also designed to work as a pre-amp.
If all you need to do is power your headphones, you could purchase a Schiit product that has only an input (from your current set up).
