Pre-Preamp for Turntable

Friend finally got rid of his PAS preamp and I found him a Sound Valves VTP101 pre at a good price. Inside new preamp are gain switches for unit. They were set to high. After connecting preamp up and listening to the CD player, I had to set gain switches to the low position because the volume was too much. Only was able to move volume control to about 9 o'clock. Now in the low position, I am able to use volume control between 10 and 2. I never had a chance to test the phono input, don't have a turntable. He claims now that he has to raise volume up to about 4-5 o'clock to get the same volume with the turntable. My question : is there a pre-preamp that he can connect to the table to boost the output of his cartridge? He has some Audio Technica cartridge that I assume is MM and puts out about 5.0 MV.  :scratch: We would hate to have to put the gain switches back to high.
