If you go with water cooling, then that would eliminate most of the fan noise that you are hearing. 

My rig is too far from being quiet.


I have yet to see any for my 5 year old CPU and the socket it uses.

I would strongly recommend not using harddrive enclosures.  Modern, large capacity drives generate more heat than yesteryear's drives.  Those enclosures worked on 20 and 40GB models long ago, but those days have passed.  I have personally cooked 120GB harddrives in a SilentDrive enclosure.
