Question about dielectrics in relation to wire?

Does heat shrink tubing have a deleterious effect on the signal?

Examples:
Heat shrink used in electronic components.
Heat shrink used in crossovers and inside speaker cabinets.
Heat shrink used in the construction of cabling, such as, I/C, speaker, and power cords.

I am not looking to start an argument, just want statements, theories, and opinions to find a common thread.

Above 100 megahertz for sure.
At digital audio frequencies, some.
At analog audio frequencies, none.
