In a sense, as both circuits share the same input connection terminals.
To their input is shares as are their connections to the negative line.
The networks splits the positive input into treble and bass signals, then they converge back together on the ground line.
The only way to completely separate them would be to use a binding post with 4 connections and jumpers between the two positive terminals, then the negative terminals you would see in bi-wire/amp capable speakers.
