I was wondering if there is a trade-in program for a Bryston 4bsst2 to a Bryston 4bsst3?  If so, does one go directly to Bryston or to a Bryston dealer.?

You would have to go to a Bryston dealer.  Used Bryston's are in high demand so any online sales venue works as well.
