Bugle power supply problems need help

Bugle power supply problems need help

I've inspected, tested, re-soldered and prayed but my readings are still as follows:
with neg probe on safety ground-
+15V = -6.3VDC
GND = -20.5VDC
- 15V = -34.25VDC
GND = -20.5VDC
LED + = 6.6VDC
LED - = -35.25VDC
 
The only thing I can see different from fotos here (I just discovered this Circle) I have IEC HOT to fuse; IEC NEUT to switch; Switch to PSU GRND; Fuse to PSU HOT

Bill!

Neither power line input (L or N) should go to ground.  They should feed the transformer primary.  See inputs marked "115V".  You wire in series for 230V, parallel for 115V.  The primary is isolated from ground.  And everything else, for that matter.

Tie the Earth from ac plug to chassis & Bugle or PSU ground.
