How do I stop the crank calls for credit card balance transfers

When I first got my current phone number four years ago i was getting a huge number of calls. Especially calls from  Spanish speakers selling stuff. And collection agency calls for some Hispanic dude. Now four years later, I get very few calls from sellers, and those are all to my demographic only.
So My guess is some of the problems stem from prior use of the recycled phone number?

I get virtually no marketing calls on my cell phone. If this is happening on a land line, get rid of it.

That is exactly what I did, got rid of the house phone.
WAY too many political calls.
And partly because Time Warner decided to start charging a "rental fee" for the Modem equipment, 8 months after the fact of installation.

Next it's Time Warner to go.
Damn  idiots, just another way to chisel a few more bucks from everybody.
I start  getting this shit on my iPhone I will be pissed.
