Some time ago I heard that a integrated amp with a power output of 200Wx2 was to be launched around now, and that it was to be called IA 16 and share the same cool stealth design as the Ref 9 V3.

I will have to talk to Tweakgeek about that posting.
Anyway, the current schedule for IA-16 is CES 2011 demo and end of Feb 2011 production release.
Please don't ask me about features. I am not sure $3000 price is achievable. too early to tell.

And will it be an IA-7V3 only with more juice, or will it benefit from the latest technology in Ref 18?

It incorporates many new features:
Higher end version of Icon HDP inside for USB and SPDIF DAC are all built-in, fancier remote, probably CMA cap array, 200Wx2, part of P-18, etc.

MSRP will likely be between $3500 and $4000.
