The Bozak B199 woofer seems like it would be well suited for an OB application. I have searched this forum but have not seen any threads on this idea.
[1] Am I correct in thinking the B199 is a good choice for an OB?
[2] Are there any threads here or elsewhere that explore the idea?
It seems like Bozak drivers are one of the few classic speakers that are still relatively affordable. How can we take advantage of this fact?

I seriously doubt that the B-199 woofer would be effective in an open baffle since they are designed for an infinite baffle. I think you will find that the Free Air Resonance is above 35 Hz. They are great sounding woofers, but only in a very large closed box, say 5 cubic feet per woofer.

Driverwise a big box, an OB or IB is not so far from each other, soundwise is another question.
