One statement is all telling....

As mixtapes evolved from a street-corner phenomenon to a cornerstone of the hip-hop industry, record companies tried to figure out ways to cash in.

By all rights the guys should have been sending the artists their 'cut' when they remixed their songs. Its the 'right' thing to do. On the other hand, I doubt that any of the rappers they made famous would quibble over a remix as it only publicizes their work. Leave it to the RIAA to only see $$$$$ so they can line their own coffers and then screw the musicians out of their royalties.
