Budget bookshelf speakers that sound good? Any recommendations?

At this price point my favorite recommendation is a pair of used Polk Audio LSi-7s. Check ebay for a pair of factory refurbs.
the LSi 7's are very good little speakers

Have Axioms improved in recent years?

Generally, I'd look into the used market for something inexpensive. A used pair of anything GR Research would be awesome...how about this, as something in your price range new: http://www.theaudioinsider.com/product_info.php?products_id=65

Go to GRs circle and check out the x-Omnis that he has that are already assembled selling for $250 a pair. Heck of a deal I picked up...  Either that or pick up the X-LS Encore kit for $150 and make yourself some awesome bookshelf speakers.

The Omnis are fantastic, I have a pair. I seriously recommend the N2X monitors which can sometimes be had super cheap on the used market.
