Help with ARC channel set up

I just reconfigured my home theater and now have no audio on my TV (Toshiba)when the receiver is off (stand-by)
When the Receiver  (pioneer vsx1124) is on and cable tv is selected everything works i.e. audio is through the receiver
I have selected cec on and passthrough is enabled to the right connection but when I switch the receiver to stand by there is no audio through the tv speakers.
If I unplug the receiver and disconnect the hdmi cable and then reconnect, plug in the receiver (but don't turn it on) passthrough works but as soon as I turn the receiver on and back to stand-by, I lose the audio again.
It's got to be a setting or sequence problem but for the life of me I can't figure this out.
I have gone through the pioneer manual step by step but no luck and the manual can be confusing... :scratch:

And it did all work before I started messing around   :oops:

There typically is a control hierarchy when the TV and receiver are linked with ARC. SOmetimes you just have to go to the TV and turn on internal speakers.
