Bicycle tire sizes

Does a 29” tire, a 700c tire, or a 28” tire all have the same inner diameter of 622mm.
I’m thinking all three of these tire sizes will fit on my 700c x 622 diameter rim.
I believe the outer diameter is what changes but the inside diameter is the same on all three.
It's just that the tires are specified differently based on European, English, or French conversion.
Does that sound right  :?:

Sheldon Brown's website has a huge amount of technical information regarding bicycles.  See his page on tire sizes.

You are correct, but some road rims are too narrow to fit larger 700c or 29er tires. There may be some mountain rims that won't fit below 700x25 or 700x23 too.

  Mountain rims are 559 not 700C.

Yes for 26 inch, not 29 inch.

I don't know why anyone would reference 28 inch tire; as far as I know a few 700c actually measure that size, but no one actually refers to them as 28 inch.
