Band room sound damping needed

Check this out: we have 28 seniors graduating.  We have 42 incoming Freshmen!!!  That is with NO recruiting!!!!!  That 42 will probably raise to 45 or more by the end of the year.   :!:  

At the start of this school year, we had a total of 118 wind players alone.  (wind players = non drummers and flag corps members)  Currently, these numbers will go up, there are 140 wind players alone!!!  The total numbers for next year is 183 with drums and flags!!!!!!!!!!!!  

Ear damage is the topic of this post.

Do any of you have leads on how I can get hundreds of square feet of high decibel level sound damping material?  If any of you know sound engineers and architects who could hook up my school with as much/many dampers as possible, please please let me know.  

I'm serious about this.  My principal just approved this.

Clarification:

I am looking for donations.  With Gov. Blog. up there working his majic for education, we have little to no money to purchase new sound damping.  We will either have to accept donations or build them ourselves.
