DVDs on European systems?

DVDs on European systems?

Simple question........if I buy DVDs at my local store and send it to a buddy in Germany as a gift, will he be able so view them properly?  I've heard all about "regions" for video equipment but I just don't get it.

DVD Regions are used to control release and distribution.  If your friend has a Multi-Region DVD player he will be able to view it.  Although not sanctioned by DVD licensing agencies, Multi-Region players are available and some can be modified through menus, "secret" remote control code sequences or hardware modification.
