Original stainless sand-damped WT Tonearm rewiring options..?

My original stainless steel internally sand-damped WT Tonearm has the aged OEM cloth-covered tonearm wire that has frayed.
The copper wire is so fine that it does not look repairable by me. I was told it would cost $300 for a dealer to perform the rewiring to factory specification.

1) How hard is it to do this the correct original way, and what steps are involved..?


2) Alternately, which below would be the better sounding method..?

a) Wrap the new tonearm wire around the tonearm tube.
 
b) Have the tonearm wire suspended above the arm (and thus prone to vibration?)
