I was able to recently get two western electric tubes that have on the base a code that says made in USA 9826--does that help date production or age of tubes?

Should be year and then week of year.

I thought WE opened backup in the 90’s in a new location, supposedly with the same production process?  That folded and since have opened back up in NC??
