I was unable to get my digital camera to connect to my laptop so put in a help request to MicroSoft - they were great.
After much screwing around the cure was reload Windows 10 due to corrupted files which appears to be something on their end.
If you're having problems getting devices to connect, you might have to bite the bullet and reload the plot.
