computer not starting

i got this refurbished HP from tiger direct - lease return about 2 years ago.  Never really got a chance to hook up.  tried today and it keep saying to restore and when i check ok it gives me "error 1" and the whole process starts again.  Not sure if tiger direct will give me any tech support.  all the boxes and paper work are somewhere in the house and not readily available.  any suggestions ?

What is the OS?
If no valuable file is in the HD I could reinstall the OS to a free W10 if the chipset allow or reinstall a W-XP if a smaller OS is suited to an slower processor.

it came with windows 7 professional 64 bit


HP Compaq 8200 Elite Desktop PC - Intel Core i5-2400 3.10GHz, 8GB DDR3 Memory, 1TB HDD, DVDRW, Windows 7 Professional 64-bit

this is the info i have from my invoice.

cannot believe this was in 11/2015!!!

it simply says "error 1"  while trying to restore.  and when i close that window - the whole process starts again and ends with the same error. 

i don't get the option to start with windows 7.

Symptoms of Code 1 (Error 1)

    “Code 1” appears and crashes the active program window.
    “This device is not configured correctly.” is displayed when attaching a new hardware device to your computer.
    Your PC frequently crashes with Error 1 when trying to use the same hardware device.
    Windows runs sluggishly and responds slowly to mouse or keyboard input.
    Your computer periodically “freezes” for a few seconds at a time.

Causes of Code 1 (Error 1)

    Faulty hardware.

Device Manager Errors such as “Code 1” can be caused by a variety of factors, so it is important that you troubleshoot each of the possible causes to prevent it from recurring.

i don't have the disc - not sure if the computer actually with the disc or the OS pre-installed.

It should have the basic system to allow further OS instalment.

connect the monitor, mouse, keyboard, Ethernet cable and power up !

If the OS is not installed after the power-on the basic system will allow you begin the OS installation, of course you need to have the OS in DVD media on hand.

So You may need a DVD driver mounting in this case.
The DVD driver is not opening the drawer?

Correct.
If it dont have DVD you may install the OS from an Pen driver.

Second, forgetabout Windows 7, I would go straight to 10, it is faster and more stable than 7 ever was. If 7 is installed but not booting (starting) then go to the Windows 10 Media Creation Tool website to download the Windows 10 .iso and create a bootable DVD or thumbdrive. Of course you will have to use a working computer to do this.

Insert the new DVD or thumb drive in the dead computer and restart, you may have to change the booting order in the BIOS ( hit Delete button during power up, you have to be quick)

You should qualify for a free Windows 10 upgrade, if it doesn't work what do you have to lose, it's broken already.
Note: If an official Windows 7 is installed there should be a sticker somewhere on or inside the computer (or on your receipt) with the Windows 7 25-character serial number.

Thanks FRM and WGH.

I will first attempt to restore in safe mode.  If successful - great.

Then look for windows10 upgrade. 

Computer case does have a sticker on the side with some numbers- hope that is the original 25 digits that I need.
