Without. Here''s my guess why. VPI uses a washer in the center around the spindle. Pressure from the clamp kind of dishes the record down to the platter. The edges need good contact but too much center pressure dishes them up. The pressure has to be fairly exact for the whole record to make good contact. The Delrin clamp allows for adjustment of that pressure while most weighted clamps are just too heavy.

You are right - not an issue with a periphery ring, I would guess.
